Default Sneaky emissions

I live in Alexandria, VA where they are extremely strict about emissions. But, my friend lives in Fredericksburg where they are not. My question is pretty simple. I want to put LT's and a big cam in mine but am worried about passing. However, my best chance is in Fredericksburg. Is it legal to get an emissions there when I don't live there? Or do I have to get it in Fairfax County (not sure if anyone's heard of it, but F@#$ing strict)?

To answer ur question yeah i think u can do that...I'm not familiar with the area, but i believe that would be possible...but wait for more feedback!
