what rwhp difference between dual exhaust setup & dual cut outs on the y pipe?

what rwhp difference between dual exhaust setup & dual cut outs on the y pipe? Has anyone dynoed these side by side before? I'd much rather have the cut outs to keep all legal but wanted to hear if anyone had any good info on the two.
