Lose TQ with TD's?

Lose TQ with TD's? Sorry guys, i tried a search but couldn't find exactly what i was looking for.
I have always thought TD's increased bottom end TQ and increased HP.
Just recently a knowledgeable buddy of mine said you lose TQ with TD's.
Is this true?
