Default cats or no cats?

ok so when i do get all my exhaust redone to true duals i was wondering if i should get an off road set up with no cats or should i go ahead throw my hi flows on there? i was either thinking,

high flows with X-pipe and dumped over the axel

or

no cats with X-pipe and dumped over the axles

any response is welcome, thanks

If you have the cats, go ahead and throw them on. It will smooth out the tone and reduce the rasp for the cost of maybe 2 or 3 hp. Plus it's green friendly

I think TX has inspections. Can you even get out of running cats?
