It's just easier to buy a short block the cost is not much different and it can be at your door in a week.

99blancoss offers 408 shortblocks for around $4,000. Built buy a shop who builds hundreds of them. The machien work to the block alone and labor for a questionably assembly would be something like 800-1200. That's not including parts. And LS1s are much different than standard SBC engines. not every machine shop can work on them.
