Get a great set of heads (See sig). I personally got a set of Lingenfelter CNC heads and love them!! I also have had AFR heads previously and they were amazing as well! People seem to really like the as cast 215cc Trick flow heads too recently, but they require aftermarket rockers. But the "as cast" cost may allow you to budget the rockers in.
Ive learned to do things once and do them the way i really want to. If you upgrade to regular #243 heads youll always want more and will end up swapping again, and waisting a lot of cash. So if you go with the heads, do it once and do it right.
But if you don't do heads now, I would go with a FAST 92/92, UD pulley, and a quality tune. I had the FAST intake on my truck and it made a dramatic difference by itself.

You could go with a set of PRC Stage 2.5 5.3l Heads & a FAST intake with PTM throttle body for right near $2000. The heads could be ordered for right at $1000 without spring kit, and the PTM/Fast combo is just over $1000!!

what Jason said .... tsp 5.3 heads (or 2.5 LS6 after saving) and a 92/92 fast although a ported one and get that done the first time although over 2000$ but I`d save for it ... or heads and nitrous if you don`t mind spraying.... or a bigger shot to compensate for the heads gain if saving money.
and a cheap mod that gained people so much here is plastic maf ends from fast toys performance but I`m yet to recieve mine and try it for myself.
what I did was a good deal on a used stroker short block with exchange and I`m doing the heads now and later maybe a ported 92/96 intake if it all goes well
