Help cylinder walls!

Help cylinder walls!
Hi All,
I am at the end of my tether. I bought a motor interstate which was claimed to be mint condition.
I got it delivered at which it was the wrong year model. So I sent it back as he sent me an 01 instead of an 04. Just got him barely to accept and agree to send me what I paid for an 04.
It arrived and looked good but was difficult to turn over by hand. So I squirmed some oil in each spark plug cylinder and tried again.
That's when I noticed brown water coming out of one of the spark plug holes. It must have been sitting in the rain or something of which the wrecker denies. And doesn't know how it got there. I decided to pull the head and this is what I found. Two cylinders at the rear opposite sides filled with rusty water.
Upon wiping them down and getting surface rust off I noticed score marks on four of the eight cylinders. Some I can just catch my finger on.
It's meant to be a low km block. Would you run the engine with these marks? I can just catch a finger nail on them. It won't hang on it but will grab as I run it over the marks.
I get the distinct feeling the wrecker doesn't want to help out.
Any ideas and help appreciated!

No I bought it doing bank transfer. The wrecker keeps saying he doesn't know how water got in there and to just run it. Obviously he doesn't want to replace the engine. Annoying that I paid very good money for a supposedly mint condition engine.
When I put new rings in do I have to machine them to fit? It will be my first re ring of a engine.

How many miles on this engine?
Iron or aluminum block?
I'd yank it apart for a good inspection, give it new bearings and rings.
It you use this without overdoing it, you should be able to retain stock sized pistons & rings:

It's only done 72000kms.
Im in Australia hence the kms.
So very low. I think maybe it was seized from sitting so long?
First time doing an engine. How hard is it to do the bearings?
Should I get a shop to hone it or will that take out the marks I can feel?

I honed 0.003+ and reused the stock rings.. runs great, no blow by, no oil burning and no piston slap.. and this engine was way worse than yours, she had water and rust in every cylinder..

Generally speaking if the scratches catch your nail, it needs to be bored, not just honed. If this is your first engine build, take your time, and read up on how everything goes together. None of this is particularly hard, but following torque specs and measuring clearances with the proper tools is KEY to success.

If you use just a hone, you keep the factory sized rings, you wont need oversized, but depending on how much you remove with the hone, will determine how your ring gaps will be affected. I'd recommend the ball hone vs the 3 stones, as they produce nicer results.

Glad you said that.
Be aware that there's a few particularities about these engines. The head bolts cannot be re-used. There's a oil galley by-pass above the oil filter....
Buy yourself a good book about these engines. NOT a high performance build book, they assume you already know how to build them.
