Default is it necessary?...

To rotate the crank after tightening the rockers back down when installing pushrods and then retighten to 22 ft/lbs? Seems like some people just install the rockers and torque down and go where others take that extra step in rotating the crank. I want to be thorough but also don't want to create more work for myself than needed. Whats the correct way in doing this?

For the piece of mind I do. The extra 5min might cost you your engine.

I always tighten the rockers when the valves are closed. If you put #1 at TDC, you can get half of them rockers tightened. The rotate 180 degrees and do the rest. Really not to hard.

I would not tighten a rocker arm that requires compressing a valve spring. Why? Because part of your torque is going to compress the valve springs and not to your bolted joint.
