can the be used after heads come off for port job. also whats the torque spec?

I would not reuse a TTY (tq to yield) bolt. you are asking for a real problem. Honestly a new set of stock bolts would be the cheaper remedy. ARP makes a few different types including bolts and studs, but they get a little more pricey. There are a few docs out there on the specs. I don't recall off hand, but I think in the cam guide sticky there is a link to a site that has all specs.
