Can a big cam be put in a bore/stroker LS1 engine and pass emissions???

Can a big cam be put in a bore/stroker LS1 engine and pass emissions??? I know that a big cam in a 346ci LS1 won't pass emissions, but if you put that same cam in a bigger cube engine will that affect your emissions???

But, if my plans include a bigger bore/stroke engine in the future then I guess I can go with a bigger cam now....hmmmmmm

A gentleman I know in Denver had an MTI 422 in a C5 Vette with the R1 cam and it easily passed the Colorado idle/2500rpm test. That cam would fail in the stock displacement miserably. Does anyone have emissions info on the S1 cam MTI is now using in 422s?
