Default PVC Oil Catch Can Problem

I bought and had installed the Elite Engineering pvc oil catch can. Before the install I was getting 17 mpg's. Now after the install I'm only getting 15 mpg's. I tried resetting the computer but it didn't help. At wide open throttle my O2's are reading in the 920's which would indicate a rich condition. I know most of you don't even look at your O2's, but I don't have a wide band. There are no codes being thrown. Since the install the car feels a lot different, in a bad way. Does anyone have any suggestions?

The one I have I think is ok. But why would it make my car run richer?
