Default Lifter Question

after installing new heads, I checked the rod length required with the rod length tool, added a preload of 60 thou to get a rodlength of 7.375.

these are stock SBC lifters, not the ls1 ones. the lifters have been in the engine running,

When i torque the rockers in to 22, i see each spring on the head compress a little. (some more than others if the cam is on the lift) perhaps 2mm

is that corrrect. I thought the preload would see the lifter compress a little, but not the valvesprings

am i just wrong........
