MAFT gets "learned out"

MAFT gets "learned out"
I've heard hear and there that the MAFT settings get "learned out" by the PCM over time (100-200 miles). On the other hand I see posts where the MAFT is used and the changes appear to "stick".
What's the final word on this?
(I'm running rich after installing FLP LT's and want to lean it out a bit...)

Changes made to closed loop regions will be
"learned out", but the effect to non-closed-
loop will not. You need the "learning" to make
the PCM stop applying positive fuel trims that
stick with you into WOT, for example. There is
no need to (and no easy way to) make the
closed loop cruise go richer or leaner than
14.7 (other than the MAF signal effect on spark
advance). But trueing up the MAF meter is a good
thing because it makes the important regions more
consistently tuneable.
