Default questions after head install

first off is it normal for the car to take more than 2 jugs of dexcool after it has been bone dry? and secondly (kinda stupid time to be asking this) do the lifters have to be clocked or is it ok as long as theyre in the trays properly?

You don't need two jugs of antifreeze, just one. Are you adding water? No, lifters aren't clocked from the factory, just randomly positioned it seems.
