Unhappy why won't it shift at my rpm 2-3

Hi all well in my CATS tunner I have it set at 61mph & 5400 kick down rpm but when I test it it shifts at around 6200 rpm and 80 mph I did try a couple of differant calculation where I set it lower but no differance?
i'm I doing something wrong or not setting it right?

well I was looking at my data master record and on the transmission data it shows that it shifted at 5400 rpm but the rpms keep going up untill 61XX rpms also the voltage went down to 12.0?

There is a difference between intention (the scan
"current gear") and action (the RPMs drop from the
apply). Finite hydraulic delay, etc.

Now kickdown settings in the part throttle tables
have nothing to do with WOT upshift, unless you
got something tangled up where kickdown MPH
is higher than upshift MPH, or something.

TPS faults can mess up WOT behavior though the
usual response, is short-shifting rather than long.
Measure the WOT / key on, engine off TPS voltage
(read through scan tool) and see if it's over 4.7V.
4.75V will mess you up. Also check TPS% and be
sure it exceeds the WOT TPS value in the tune,
otherwise you will be shifting off the part-throttle
tables and not the WOT ones (you would want to
keep 100% part throttle, and WOT MPH values
consistent, but still).

I think he's talking about OBD1 TC where the WOT upshift tables are labled kickdown.
