For the most part yes they are. If you want a good setup you have to buy quality parts. Brand name not knock off wastegates and blow off. Decent quality turbos big enough to do the job. Good quality turbo manifolds that won't crack up. Pipes that fit and preferably beaded. A quality intercooler. All that stuff adds up to pretty good bucks.
I have seen guys do their own setups and some have turned out ok. It helps if you have pretty good welding and fabrication skills.

Some basic advice. Master power turbos seem good for the price. Stick to name brand gates even blow offs. Tial is good stuff. Turbosmart is good stuff. Hks is also pretty good.Make sure you aren't buying knock offs.
Piping bead the piping. Use t bolt clamps and decent silicone couplers. Tuning is critical with FI cars Forged pistons are a lot safer than cast ones. Fuel system is critical.
Buy a good quality intercooler not cheap crap.

No reason to spend big big money on the intercooler unless ur doing something "all out" and insane power. The cheap ones work just the same and my cheap one never gave me any issues at all...

I have seen many cheapo intercoolers leak and many not do a very good job of cooling. Some are easily damaged by rocks if they are not protected. You have different kinds tube and fin, bar and plate, hybrids of the two. I would for sure pressure test the intercooler to a bit higher than you are going to run.
I would think even a cheap intercooler is better than none as long as it don't leak boost but again I believe in top quality parts.YMMV.
