i have a 2000 camaro and every now and then the windshield wipers act up. they start to make some noise like the motor is trying to move and then they move up a very little and slam down and this is doing this with the switch off when i turn them on the work fine any idea why?has anyone else had this happen?

the wiper pulse board probably has an internal short, pretty common on a gm in those years.
