Default Removing cement

So I was working out today and a guy that I know at the gym was telling me that he had washed his Durango and was intending to wax it, but noticed that after the wash, there were still spots on the hood and bumper. He also noticed that it was cement. I went out there and looked and there are probably 15 spots of splattered cement dried on the hood, gravel and all. Anyone know the best way to get this off? I sat there thinking about things for a while but couldn't up with anything. That crap is nasty, try scraping it off and you get the paint with it. Ideas?

Tape off the surrounding area and wet sand with a heavy grit sandpaper, working your way down to 1500-200 when your getting close to the paint surface. Keep the surface/sandpaper wet!! There is no other way to get it off that I know of
