best exhaust is a tough one because everybody has different tastes. if you need headers definitely go with pacesetters for bang for the buck or go all out with some ARH longtube headers. for catbacks, hooker and magnaflow are the most popular choice as they sound good and is not obnoxiously loud. remember in cali they are strict so its pretty tough.

Do you want to stay smog legal? You mentioned being in Cali so it must be a consideration right....? You have to be more specific, what do you mean by best? Best quality, best overall power, best sound, best bang for the buck?

Then Pacesetters would be the way to go.

Pacesetters Long tubes
Pacesetter 3" Y-pipe
Catback is up to what you like. Listen to a few sound clips they are all over youtube and LS1sounds.com

To get rid of the rasp if it bothers you, buy a couple of spun metal cats and have them added to the y-pipe.

If you look around you can deff find a deal I got my pacesetter LT's new in the box for $200 and the Y-pipe for $140, then later added the cats to kill the rasp for $70. So for less than the price of a higher end set of headers i had a full exhaust that made power and sounded awesome with my SLP Dual/Dual catback.
