If I were to reinstall an HPTuners suite on the same or a different laptop will there be any complications? This would be a hypothetical circumstance due to computer hardware or software failures requiring either a replacement computer or a reformat.

No problems... you can install it on 20 computers if you want. None of them work without the one cable
