NEED help Broken Gas Tank

Default NEED help Broken Gas Tank

Hey guys my brother has a 2000 mustang GT and needs some help with his gas tank. He was changing his fuel pump yesterday and on the process of removing it, a portion of the inlet tube that attaches to the fuel tank broke off(the red arrow).
Inside this tube was a spring and a plastic cylindrical piece(inside the yellow oval).

Does anyone know what is the function of these two pieces?

His guess, is that it serves to shut off additional fuel into the gas tank when pumping fuel, and the gas tank is full.

What would happen if he doesnt put these back on?

My guess, is a roll over shutoff valve. If the car is involved in an accident and rolls over gas will not spill out. My 2c. I would check with local recycling yards, for a replacement.
