Default Problem with Power Steering?

From time to time I'm hearing what sounds like an electric motor or servo of some sort when the wheel is turned in either direction. Also while turning the wheel there is sometimes a slight vibration and it almost sounds like the wheel is rubbing something, but there aren't any clearance problems.

I think it might be time for a steering fluid change, but I'm not sure. Any help?

if its whining, you have a leak, pump is going, or there is air in your system
