in my 99 formula, the horn fuse keeps blowing, and when i first put a new one in and try honking the horn the horn makes a retarded noise like its dying and after a few honks it will blow a fuse. anyone had this problem? or know what the issue could be?

It sounds like your horn is shorting out internally,, time for a new horn IF the wires at the clip on the horn look good then its gotta be the horn itself.
