^Thats what i was thinking, this doesnt make sense "best bang for your buck" who the f cares if you really do have 13k just pay someone else to do all that ****. If you got 13 easy to blow and your main concern is beating a stang with it AND don't know how, your either a dumbass or a troll!

Troll or not, why is everyone suggesting he sells his car?? (if this topic is legit that is..)
Mod the **** out of your Z28 and smoke the cars people above my post are suggesting you should buy.
You should be able to pretty much rebuild your entire drivetrain for $13k with high performance parts.

If the main goal is to bully a Mach1, then just do a safe 150 Dry Shot and get it tuned--under 2 grand. Pocket the rest (<<--seriously), or use the keep the money aside & build a nice daily driver as time goes on.
Koni shocks, strano springs, larger swaybars, endlinks, bushings, Nitto NT-05s, a nice catback with electric cutouts, a decent set of 18" wheels, big brake kit, a nice hood, re-do the audio system, improve on the **** poor lighting systems, blah blah blah.
Keep some "Oh-****" money aside for if/when you blow the trans/rear.
