$15,000 CTS-V's in decent shape are pretty rare, every V i stumbled upon that was less than 17k was either wrecked, some major component broke or just a piece of **** in general. If miles really don't bother you just be patient and every once in a while a super high mile decent V will pop up.

That's what I paid for mine (05) with 86,xxx miles, was in great shape and well taken care of as far as I can tell. It had an extended warranty (expired now) and the previous owner was on top of getting stuff replaced.
Good luck on your search, just be patient and willing to travel or have it shipped.
