Default factory new rod bearing clearance .002" book says .001-.002

I 've come to the conclusion that even though the repair manual says for the rod bearing clearance the rod journal on the crank is new production 2.099" - 2.1" and rod bearing oil clearance as .0009 - .0025" . My crankshaft is almost completely scoreless/grooveless and in the past other cranks I've dealt with were still the same size as new unless there were some grooves and/or scoring . So I must conclude that the factory specs 4 the crank rod journals are 2.099"(actually) and the rod bearing oil clearance to be .002(actually) . Does anyone else agree with this or ???????
