As far as the government is concerned, anything without a carb number is illegal. I personally think its a crock. If the high flow cat is cheaper then grab it but I'm sure you can find a set of stock cats here on tech a lot cheaper. High flows aren't going to help power any.

Not quite the case in Texas, CARB is California Air Resource Board, CARB certifications only go for parts installed on cars in California, it's state specific. On the LT1 cars if you installed an LPE CAI for example, it would come with a CARB sticker you could put on it to show it was CARB legal, certain headers have carb numbers stamped on them, hence the "50 state legal," because the parts had CARB numbers on them. So when you got the vehicle inspected, any non original part would have to show a CARB number to be a legal modification. In Texas, CARB doesn't apply, but it's a lot of grey areas on whats legal and whats not, so long as the cats remain in factory locations your good to go far as aspects of the laws pertaining to us are concerned. In CA a cat thats non original has to be certified per their state CARB guide lines. It's a good thing we don't have to pass CA emissions, there's a big reason why you don't see a lot of heavily modified street cars in CA, to tough to make them pass.
