Default H/C Intake, makes low numbers?

Im looking at buying a car from a guy and the mods are as shown

Fast toys 85mm lid
Big Mouth 92mm TB
Fast 92 Intake
Custom Pat G 227/231 .613/.617 114+3
PRC 5.3l stg 2.5 heads 10.75:1 CR
LS2 Valley cover LS6 PCV conversion
Walbro 255lph in tank pump
SVO 42lb injectors
Pacesetter Lt's with TSP ORY into Hooker CB
25% UD Pulley
MSD 8.5mm wires
NGK TR6 plugs

the car Dyno’d 408/386 before exhaust change / LS2 valley cover, PCV conversion and 25% UD pulley were installed
tuned by Gforce Motorsports with 18" wheels and 410 gear, 6 speed.

Are those low numbers, decent mubers, good number what? If there low, what could be the problem or Cause???

Id think with your set up you'd be in the 480hp range.....

now im told the car whitsmokes from decel from 6k-2500, he drives it 1-2 times a week to the corner n back, whats the most likely problem? ive heard tuning, to rich/lean on fuel, oil on top of pistons from not being opened up, seals, seats etc.
