I'm in the market for a Performace Chip & Cold air intake to take my car out of the stock game, any recommendations? Its a 97 engine in a 94 body and I'm wondering if the difference in years affect what I should purchase.

Theres no such thing as a "performance chip" for the 94 and up lt1s. If you want more performance your best bet is some basic bolt ons. start with a cai and the exhaust. Just about all the cai will be essentially the same so just go with the one you can find cheapest.

I was told I could get it "chipped" and gain horsepower and mileage, that's a bummer. What is cai?

You get a pcm tune instead of a chip with these cars. A cai is a cold air intake.
