TPS reads 26% and 1.8 volts when closed???

TPS reads 26% and 1.8 volts when closed???
So when I scan using HPT, it reads that my car is at 26% while the throttle cable is disconnected. I tested the voltage and it reads 1.84v at idle. I know it is supposed to read about .5v at idle and around 4.9-5.0 at full throttle. I can get it to 5.00v no problem.
Now... When I unscrew the TPS and rotate it clockwise on the throttle body (to simulate closing further) I can get the voltage down to the .5v it is supposed to be at. Here is a picture to show what I am talking about. You can see the screw hole where it is supposed to be, vs. where I have it in order to read .5v.
Now, if it were as simple as just tapping some new holes in the throttle body and mounting it to read .5v, I would. However, when it is in this position, I have my assistant rotate the throttle to 100% but the TPS will only read 4.5v at that point. Meaning, I only have 4v of range instead of the 4.5 I need.
Anyone got ANY ideas. I'm open to suggestions at this point. I HAVE tried another TPS and it does the same thing, so I feel the TPS is not the problem. Maybe my Ebay throttle body? But that still wouldn't give me my full 4.5v of range...

Im guessing you have the 90/92 Fleabay throttle body. The holes for the TPS sensor are about 90 degrees out. I got some bad advice and bought one of these myself. It was not worth the headache whatsoever to get it set up properly. Drill some new holes and you will be ok. FYI take the set screw out of the throttle cam and loctite it. Mine was stripped in there and left. Left me stranded on the side of the road when the assembly fell apart on the road.

You do not need 5V of range. If you have 5V of range you
will fault either the low or the high TPS voltage limit.
I've slotted TPSes' mounting hols with a rat-tail file to get
some adjustability.
There's nothing wrong with a 4.5V WOT voltage and you
do not want to see over 4.75V ever. The low voltage is
supposed to be 0.5-0.6ish. That's roughly a 4V range
like you say.
