Default closed loop fuel timer vs coolant temp???

I was trying to find info on the table labeled 'closed loop fuel timer vs coolant temp" but my searches are bringing up VERY little...

What exactly does this do and do I need to tune it? I modified my offset vs voltage and upped my injector constant to match the Lucas/Delphi 42# Injectors. I just can't figure out what this table is.

Its the amount of time it takes for it to go into closed loop, based on coolant temp....

I always make it transition to CL very quick when the engine is already warm. Say 68c and up, but leavr the colder areas alone.

Cold - 214
Warm - 36
Hot - 18
