Default Turn signal fuse keeps blowing

Hi All,
I have an issue that I am trying to diagnose. The turn signal fuse blows every time I turn the key to the "on" position. I tried disconnecting the tail light harness and I also disconnected the two large steering wheel connectors under the driver side panel, but still the fuse blows. I didn't think to check the front turn signal bulbs yesterday, but I will.

Any other ideas or opinions would be greatly appreciated, thank you.

Does the fuse blow when you use the turn signals and the hazards? (This might help isolate the problem to a common or non-common component.)

I'd also try taking the flasher out and see what happens. This might help isolate it upstream or downstream of the flasher.

Taking out all of the bulbs (or disconnecting harnesses) all at the same time may also help.
