Default A new LQ4 block

If one where to buy a new LQ4 block, would it need any prep work or can the internals be bolted in?

Depends. If you are using a rotating assembly out a LQ4, just buy the new pistons, rings and bearings to assemble the engine. But if the rotating assembly is out of an LS1 you would still need to buy new pistons, but the rest of the assembly would need to be balanced for the engine to work descently.

Is the question whether the block ready freddy? Always a good idea to check the bores but it should be okay.
