95 z28 wont come up to temp so ive changed the relay and the fuse for the air pump [fuse wasn't blown] the fans have quit coming on all the time but still wont come up over the first mark when driving down the road. have replaced the thermostat both temp sensors unplugged both the connector on the air pump and the solenoid. after I replaced the relay I let the car sit and idle it came up to op temp but still wont when driving. any other advice? its driving me nuts so please anything would be helpful !

yeah the fans had quit coming on when its just idling but today it started doing it again. I swapped the new relay out with another new one just to make sure. I cant get it to give me anything more the the 29 code and it cant find another scanner that will read it. still have the air pump unplugged.
