Default Longer pushrods?

I installed some yella terra rockers and with or with out the shims the pushrod can still spin when the rocker is tightened to 22 ft/lbs. It is tight but it will still spin some with the index finger. This is only on a couple pairs though. The rest are fine. Do I need longer pushrods or am I just stupid and doing something wrong?
If it matters I have a 224/228 112 cam, PP stage II LS6 heads, and new comp 850 lifters.

Why won't **** just go together right

You may have the lifters compressed if they are brand new they have never been pumped up. And are you checking them on TDC?

No I had a small problem with checking them on TDC. Once the heads were on my buddy who was helping me turned the engine over and I don't have enough experience in being able to tell where TDC is anymore. I soaked the lifters in oil for 36 hours. Not sure what else to do. Why is it only some rockers? Do I need to turn the engine over a couple of times and try to re tighten them?
