Default Ignorant cam question regarding lift vs rpm

Does the advertised lift of a cam, i.e. .612/.608, vary with RPM or is that lift achieved on every cycle of crankshaft rotation regardless of RPM?

That's what I thought, it's a constant throughout the rotation of the cam.
