Does this mean my heads are milled? I just got a set of stg 3 tea 6.0 ltr heads with 69cc combustion chambers. Doesnt the 6.0 ltr head have 72cc stock? So does this mean my heads have been milled?

If they have stock combustion chambers, most likely. However take Patriot for exemple, they weld new chambers to achieve lower compressions without requiring over the limit milling and to maintain some PtVC.
