Headlights in the Foglight Holes?

Headlights in the Foglight Holes? Has anyone does this on a TA? It's my intention to mount a set of Hella 90mm lowbeam projectors into the fog light holes. (I'll have to check TX law to make sure they are not too low in height)
Anyone have any thoughts on this general idea?
BTW, I believe I can wire the headlights to pop open whenever the high beams are on.
