Unhappy Failed Emissions need help

Pretty self explainatory I guess. I failed for three system not readys.

Catalyst heating system status...................not ready
heated oxygen sensor system ststus..........not ready
A/C Refrigerant status................................not ready

The car has not been serviced (had battery disconnected or PCM reset in months)

Does this mean the O2 sensors in the headers are bad and are not allowing a catalyst reading?
My a/c has been discharged and removed, do I need to reinstall it just to pass?
I ran a couple of cans of "Top End" cleaner through the engine not long ago. Could that have fouled the sensors?
Finally how many "not readys" can you have and still pass? In Illinois?

I have done almost 20K Et's in Ga. over the last 7 years. In our ET program 96-2000 vehicles can have 2 "not ready's" and still pass. 01 and up's can only have 1 not ready and pass. Find a friend/shop etc. that will hook up a scanner to check your readiness monitors to see where you are before you retest. I wish I was at work so I could look up the exact drive cycle that you need, but in most cases you can have car ready to test in about 45 mins. with the drive cycle followed to the letter. If you want give me a # and i will PM you with the drive cycle tommorow.

Apparently if you X out the system test in the computer it will report ready in all cases. So find a tuner that can do that for you. It only reports not ready when the test is run. A non run test reports same as a successful test.

All according to the LS1Edit list.

i just slip a fifty bucks under the table and get a few blank inspection stickers when needed!! i'm dirty though!
