Ok, they are police cars and the writing is:
Skyline is saitama ken police(saitama prefecture)
WRX is another saitama ken police with a kasukabe(city) plate
RX7 is chiba ken police(chiba prefecture)

On a side note, you can get a 1999 Skyline over there for 4000 dollars. The trick is, bringing it to the states unless you are with the military, then it will be free.
