They do use GT-R's for highway patrol cars, but those do look like pace cars.

I'd like to see those "bullet deflectors" deflect a bullet that wasn't aimed at the hood. Wouldn't a lexan windshield be a better choice?

That Miata looks like it's about ready to take-off...

and why does every car have a different set of characters on the sides?

The Japanese police don't use those cars for their patrol cars. Not once did I see those cars used like that when I was there.

Looks like some sort of radar between them, so I would guess, police, not pace.

I can find out what the characters mean. I'll just show the pics to my fiance who is currently out there in Japan.

They're probably from different Precincts or Divisions.

Ok, they are police cars and the writing is:
Skyline is saitama ken police(saitama prefecture)
WRX is another saitama ken police with a kasukabe(city) plate
RX7 is chiba ken police(chiba prefecture)

I thanked her on behalf of LS1 Tech

On a side note, you can get a 1999 Skyline over there for 4000 dollars. The trick is, bringing it to the states unless you are with the military, then it will be free.
