Doubt Harbor Freight has one. Try local small hardware stores like True Value or Westlake if you have those chains around. Lowe's / Depot suck for stuff like that.
Are you needing a die or a tap? I don't know that I've ever seen a NPT die. The NPT threads are tapered. I have several NPT taps though.

Tap or Die
I was thinking of a Tap when I suggested Lowes/Home Depot. The Die is used for threading a piece of pipe. The Tap threads the hole that the pipe fits into. What do you have to thread? Many hardwares, as well as Home Depot and Lowes will cut and thread 3/8" pipe to length for you.
My Rigid brand pipe threading set has 3/8", 1/2" and 3/4" dies and replacement parts are available at the Home Depot by me.
My large Tap/Die set from Sears included a 1/8" and 1/4" NPT as well as normal NC and NF Dies and Taps. I dont know if their larger set includes 3/8" or not.
Check wholesale Plumbing supply stores in your area if you dont have a Sears by you.

Graingers also carries hexagon dies which are normally used for rethreading bruised or rusty threads. Greenfield brand part #4ALC7 at $43.75

i needed a 3/8s npt tap for my mustang oil pan to install the vortech...lets just say i never found one. i "heard" that you can get one from NAPA in one of their magazines. worth a shot.
