Default WB SD tuning procedures ?

After extensive research/reading several tuning documents,I've discovered they're all relativley the same except for the steps below

Doc A: recommends setting PE to 13.0 AFR (1.13 mult), OLFA table to stioch ( 1.0 mult)

Doc B: recommends turning PE off, setting OLFA to 13.0 AFR (1.13 mult)

The way I see it Doc A would take care of PE and VE at the same time but be a little more dangerous if you found a way to not enter PE at high rpm, risking detonation or KR at least...Doc B being a little safer, more systematic approach but take a little longer.....which would be more beneficial or would there be no difference with the end result being the same, also what would be the best procedure for WOT tuning, meaning how/under what circumstances ?...thanx

doc a, then you make changes by afr error. this will put you in PE when needed so you dont blow up the motor, and save gas when its not needed. since you will log commanded AFR you can calculate the % it is off by, almost like a fuel trim. so it takes care of it all.

tune the VE and leave the PE set to somethign safe like 1.16. then depending on your timing and combo you may want to lean it out between 1.11-1.13. but if you get on the dyno you will find where you make more power.
