Default Rocker arm bolt tightening proceedure?

How important is it to follow the bolt tightening proceedure for the rocker arm bolts. Some head swap write ups don't discuss it @ all & the shop manuals seem to think it is imprtant.

Here's what I'm referring to: #1 piston TDC then tighten intake rocker arm bolts 1,3,4,5 & exhaust bolts 1,2,7,8. Rotate 360 deg. then tighten the remaining rocker arm bolts. Why? What does this ensure? Thank-you.

I do TDC with both valve closed and I follow firing sequence, that's 1 & 6, rotate 90, 8 & 5, rotate 90, 7 & 4, rotate 90, 3 & 2.
Now you have done a complete 360, rotate 2 full more revolutions and check trq one more time 22>24ftlbs

That makes more sense than the shop manual. Why though is it important to tighten the bolts this way? IMO, they can be torqued correctly randomly, then rotate a bit & check; no?

Doesn't force pulling the valve spring down with less than full thread engagement on the rocker bolt. Much safer way to do this and more accurate torque values are obtained. Either method discussed above has the same end result.
