BIG Problems on cold start!!! HELP???

BIG Problems on cold start!!! HELP??? My brothers car goes nut when its cold outside and the car has not been started. When he starts it it revvs up to like 2200 RPM then it will stall if he dont tap the gas pedal. When he taps the pedal it will rev again the same and do the same thing again. What I think might be the problem is the fuel filter and spark plugs but it might just be sensors. What do you guys think it might be? Thanks anything would help.

you gotta tell us a little more about the car before we can make assumptions LT1? LS1? well being that the question is pretty general i would say to me it sounds like you IAC (idle air control) is sticking and will have to be replaced i know for the lt1 they are around 30 bucks or so
