Default Check gauge light: Stalling

2000 Z28
Whenever I am Braking my voltage drops way down, and sometimes my car stalls out. when I first start my car it runs fine but when it warms up and the RPMs drop, the voltage drops and sometimes she stalls. at night when IDLING I can see my headlights, and console lights flicker. Is this the ALTERNATOR. also AUTOZONE tested my alternator and its only putting out 59.2 AMPS and its rated at 103 AMPS.
