I am going on just about a year with my electric cutout and its still going strong. No problems yet. Don't close it to often so maybe thats why. It depends on where you mount the cutout to determine the difficulty of capping it. I had my cutout welded in for 25 dollars at a local shop, some charge more some charge less. Cant think of any negitives so far and I am using a QTP. Hope this helps.

how reiable are the electric ones? - Pretty reliable. There are several threads floating around here that have polls on the most reliable ones. I believe that QTP was the winner.
how hard are the ones to close that are manual? - Not hard at all. Its just three wingnuts and a plate.
what kind of gain would i get? - 10 or so.
what are the negatives? - Nothing. Just more noise and more hp.
what is the best brand? - I say QTP.
how much do shops usually charge to do it? - Should not be more then 50 bucks.
Its one if not the best mod you can do.

DMH's work great, but pricey and don't offer much ground clearance compared to the QTP:
