Car Over hEating... Dead Radiator fans?

Car Over hEating... Dead Radiator fans? I have been having some overheating problems.. So, I just did the following..
let the car idle for about 10-15 minutes with no over heating (it doesn't do it all the time..) Drove the car up on some ramps to look at the fans... both fans are off.. neither one turning.. then I get in the car and turn on the AC the driver side fan turns on... passenger side fan never cuts on..
Is this normal? Abnormal? Anymore tests? Can EFILive tell me if the fans are dead or comming on when they're supposed to?
