not starting after h/c install

not starting after h/c install so yea i'm pretty sure the car is getting no spark or fuel. pulled the spark plugs no spark and no fuel in the cylinder. i've checked every thing i can think of. could it be a bad tune? i sent the pcm of for a mail order tune and have no idea what they did to it. any help at this point would be great, i can't wait to get this thing running!!!
