You really have to do your research and answer this question for yourself, because you will get many different opinions and many of them will be good, it is just up to want you want. I personally love the sound of a big cam, so I suggest heads, cam and nitrous. Read here on LS1Tech and call some of the sponsors to decide what you want. You might could do a supercharger or somekind of turbo system. I'm not really sure about prices, you might have to get a used system if your budget is 4k.
You also need to think about the transmission. Is the stall included in the 4k and most likely you will have to invest $1,500-$2,000 on a transmission. Some people do this in different ways, some beef up the drivetrain first and then build the motor. Some people build the motor first but then when they tear their rear-end or tranny up, they have no money to fix it. This is something that you should think about.

depends on your end goals... if you just want some more power and thats it thats all your not going bigger....get a nice set of heads and a decent cam. that and your fast 90/90 will get you close to that 450hp mark. but if you want to go bigger then that. you need to consider, are you going to use N2O? or do you want to do FI? I will tell you from experiance that FI is expensive!! way more so then you thinki it will be =). if not you need a bigger motor like a 408. which you can get a small block for right around 4k
figure out your end goals so you dont end up wasting money on parts that will be replaced later.

heads and cam is about 1500 and that alone will get you close to 450 .
might wan to look for some really good wheels and tires .
is this going to be drag or street o rboth ?
may want to think about nos and or a rearend(2k) ,
suspension like a kmemebr a arms , shock,coilovers ,

Don't forget to grab a UMI Chassis Mount Torque Arm. I'm a poor modder, but I needed a new torque arm, and I never could have guess it would have made such a difference.

Like Mudflap said it depends on what you want to do with the car. If you are looking for a drag car then I would say H/C, juice, and a good tune. If you are looking for autocross then go with suspension first.
If you are looking for 450 and nothing more (not gonna happen) then you could go H/C then do a little suspension. Really you just need to decide how far you want to go. If the car is a DD the mods are going to be different than if the car is primarily track.
Once you decide what you want (drag, autoX, or cruiser) and determine usage of the car in the future (track, weekends, or DD) then we will be able to give more input.
