Fuel-air-ratio settings?

Fuel-air-ratio settings? I know the C5 usually targets a FAR of 14.7, but i was talking to a certain shop in the San Jose area and he was discussing tunning my car to a FAR closer to 13. Is this possible? If so, will it help, or hurt anything?
